Wireless Direct
 

In April 2003, the Indiana Wireless E911 Advisory Board ( Board ) commissioned a study by L. Robert Kimball & Associates to determine the feasibility of implementing a wireless E911 delivery network, known conceptually as Wireless Direct.

Wireless Direct routes wireless E911 calls directly to the appropriate Public Safety Answering Point via a dedicated network and outside the traditional wireline 911 delivery network.

The feasibility study, presented to the Board in October 2003, determined that Wireless Direct was feasible with the potential to offer technical and financial efficiencies as well as a path to future 911 technologies, including Voice over Internet Protocol (VoIP), automatic crash notification and telematics.

The Board subsequently approved the development of a Request for Information ( RFI ) from vendors who might be able to develop Wireless Direct . The RFI was issued in February 2004. After hosting two RFI clarification meetings with prospective respondents, the Board received responses from four vendors—Verizon, Sprint, SBC and INdigital on April 12, 2004 .

The Board 's RFI Evaluation Committee reviewed each response and conducted clarification and technical demonstration meetings with the respondents before making a recommendation. On October 27, 2004, having reviewed and considered the RFI Evaluation Committee's recommendation, the Board authorized its staff and representatives to negotiate with INdigital to develop a Wireless Direct system.
